Llewellen Pfankuchen's Documentary Textbook In International Law (Reinhart, New York, 1940) is a wonderful source book for otherwise difficult to obtain documents. His views are, of course, dated, but provide a most interesting background to the League of Nations' inability to take effective action against totalitarian states in the 1930's.
